Missing Amritsar girl found in Delhi

Chandigarh, September 29 Bringing the curtains down on the drama enacted by the Punjab police, IPS officer Kunwar Vijay Pratap Singh has cracked the missing girl’s case.

Soon after the Punjab police tried to plant a stranger in place of the missing girl and asked her parents to accept her as their daughter, the Punjab-cadre IPS officer of 1998 batch tracked her down in Delhi. Her recovery has also brought to fore the sordid reality of callous handling of domestic helps in the country.

Pooja (15) went missing from Amritsar three years ago. The probe into the matter was handed over to Kunwar Vijay Pratap Singh by Justice LN Mittal of the Punjab and Haryana High Court. His name was suggested by advocate GK Mann, representing Pooja’s father Sonu Parshad.

The investigation revealed that Pooja was taken as a domestic help by Puran Kaur of Amritsar in 2008 with the consent of the girl’s father.

But later Pooja was sent to Delhi to work as domestic help with Kaur’s son Sukhbir Singh.

Kunwar Vijay Pratap Singh, SSP Crime Branch, said the girl escaped from Sukhbir’s house, as she was subjected to physical and mental torture. She somehow found her way to the house of a retired CRPF DIG. The parents have identified the girl as their daughter and she will be handed over to them after taking orders from the court of the Amritsar Chief Judicial Magistrate.

Giving details of the probe, the SSP said a team of officers, comprising DSP Vibhor Kumar, DSP Jagjit Singh, Inspector Makhan Singh and other officials, were constituted.

The interim bail granted to Sukhbir and his mother was cancelled on the request of the Crime Branch.

Sukhbir and his son, Arundeep, were then arrested before being taken on a four-day remand. The girl was traced to the Janakpuri area at the instance of the accused where she was living with a couple as a domestic help.

The police earlier wanted Sonu Parshad to believe that the girl handed over to him was indeed his missing daughter.

The Amritsar resident was sure that the police was bluffing. After the DNA test proved true his worst apprehensions, Justice Mittal has asked the IPS officer to carry out the probe.

The cyber crime wing of the Punjab State Crime Branch, Mohali, has arrested a man for allegedly creating a fake profile of a woman from Sultanpur Lodhi, Kapurthala, on Facebook.

The arrested has been identified as Kanwaljit Singh (25), a Jagroan-based software professional. A case under Sections 66-A and 66-D of the IT Act and Sections 419 and 509 of the IPC has been registered against him.

Kunwar Vijay Pratap Singh, SSP State Crime Branch, said the motive behind the crime was to defame the complainant because of some personal enmity. The case was investigated by a team of officers headed by DSP Vibhor Kumar. The fake profile displayed the woman’s phone number and other details. The profile said she was an organiser of a musical dance group and can be contacted on her mobile number and e-mail. The woman started receiving calls on the basis of her profile and she was forced to approach the crime branch. — TNS

CHANDIGARH: The cyber wing of Punjab Crime Branch has busted an international racket of internet lottery fraud and arrested two persons in this connection. The persons were identified as Ibne Hasan of Muzzaffarnagar (UP) and Nauman Ali of Roorkee (Uttarakhand). Both are on police remand for two days.

In this case, a complaint was made by Abhishek, a Mohali resident who received an SMS that he has won a lottery of Rs 25 lakhs and after that he received phone calls to deposit Rupees 1,25,000/ as a clearance amount. The phone calls were originated from Dubai and Pakistan. Interestingly, Abhishek deposited the amount in the Bank Account indicated by the callers.

The investigation was carried out by a team of officials headed by Inspector Charanjeev Lamba of Cyber crime wing of Punjab State Crime Branch. The investigation was supervised by Kunwar Vijay Pratap Singh, SSP of State Crime Branch. During investigation it was found that the bank accounts were opened in Roorkee.

Further investigations are going on and efforts are being made to ascertain the identity of accused persons based in Dubai and Pakistan. The preliminary investigtion shows that money is being diverted to Pakistan.

This gang used to send SMS and e-mail to ignorant citizens that they have won lottery and they are asked to deposit certain amount as a clearance charge. People, out of ignorance, are being duped by such gangs.

The SSP advised the common citizens to ignore and delete such SMS and e-mails. However, they should inform the local police or Cyber Crime wing of Punjab Police at Mohali if they are insisted by someone to deposit certain amount. Swami Ramdevji interacts with policemen in PAP Chandigarh

“Our nation is passing through a transitional phase and honest & dedicated citizens are the need of the hour. Only healthy people can contribute in nation building and resurgence of the society. Policemen are the defender of society and so they can perform their duties if and only if they are healthy with body and mind. In the changing socio-democratic scenario, the police has to play a greater role as they are the actual protectors of our democracy.” – told Swami Ramdev addressing the policemen in the Punjab Armed Police Complex at Chandigarh. He asked the policemen to practice Yoga regularly. He also stressed upon the behavioural aspects of policing to make it community oriented.

This function was organized on the initiative of Kunwar Vijay Pratap Singh, IPS, Commanding Officer of 82 Battalion PAP Chandigarh. Around one thousand police personnel of Punjab Armed Police attended this programme, besides common citizens and senior officers. Sh. AR Talwar, Principal Secretary Home, ADGP Chander Shekhar, Sh. National Seminar on Rights of Women and Children

A National Seminar on “Emerging Trends in the field of law with special reference to Rights of Women and children in India” was organized by the Department of Law, Guru Nanak Dev University Amritsar on 6th and 7th March of 2010. A number of research papers and articles were presented by the learned delegates who came from different universities of the country.

Justice Hemant Gupta of Punjab & Haryana High Court presided over the inaugural function while key note address was given by Prof. Virender Kumar of National Judicial Academy Chandigarh. Prof. AS Brar, Vice Chancellor of the university pointed out the loopholes in the present criminal justice administration in his welcome address. Prof. Gurjeet Singh, Vice Chancellor of National Law University addressed the valedictory session. On the first topic, the officer highlighted the living conditions of women prisoners from the human rights perspective with specvial reference to Amritsar Central Jail. He stressed upon the pressing need of separate institutions for the women prisoners so that they cannot be put in the common jails. He also recommended to post women gynecologists for the women prisoners. He also suggested that the guidelines given by the Supreme Court of India in RD Upadhyay vs. State of Andhra Pradesh and Others should be enforced to safeguard the rights of women inmates.

On the second issue, he highlighted the efforts made by Amritsar Police during the last two years in safeguarding the rights of women and children. He described the role as well as feedback of newly set up Women & Child Helpline, Juvenile Police Unit, PRO system, Family Counselling Cell and Special Investigation Unit of Amritsar Police.

Amritsar, January 19 (Bharat Sandesh)- Drug abuse cuts across age, class, ethnic and gender lines, however in Punjab it is more spread in the age group of 18-35, said Mr. Kunwar Vijay Partap Singh, IPS former SSP of Amritsar while delivering his lecture on "How to tackle the Menace of Drugs". This function was organized by the Students' Welfare Department of the Guru Nanak Dev University in association with Chronic Care Foundation, New Delhi.

Dr. Inderjit Singh, Registrar of the University presided over while Mr. Kunwar Vijay Partap Singh was the chief guest on this occasion. Dr. R.S. Sandhu, Senior Professor of Sociology also delivered his lecture on "Drug Addiction: A Social Problem". A Nukad Natak-Nasha Mukat Punjab was also preformed by Chronic Care Foundation, New Delhi on this occasion.

Kunwar Vijay Partap Singh said that Drug abuse is a social menace which played a detrimental role on our social system. He said that Drug-related problems include increased rates of crime and violence, susceptibility to HIV/AIDS and hepatitis, demand for treatment, and a breakdown in social behavior. This menace if not curbed in time can pose serious threat to our moral and social values in general and to the nation as a whole, he added.

While talking about the role of police in tackling this menace, he said that the Police Advisory committee has been set up to tackle the menace of drugs. He said that the committee consisting of intellectuals, educationists and professionals would suggest measures to curb the supply line of drugs and also to create awareness among the masses to reduce the demand line. He said that till date we have been able to control the menace of drugs upto 75 to 80 percent. Dr. R.S. Sandhu while speaking on 'Drug Addiction: A Social Problem' said that in India, 62.5 million people use alcohol, 8.75 million use cannabis, two million use opiates, and 0.6 million use sedatives or hypnotics. He said about 17% to 26% of these people can be classified as dependent users who need urgent treatment. He said that in the case of Punjab, according to a study of household survey in different regions of Punjab, the extent of drug addiction varies from 61% to 68.6%. He said that this problem is increasing day by day and it is aggravating many other serious problems such as crime, AIDS, sex, accidents and interpersonal relations. International Human Rights Award to Kunwar Vijay Pratap Singh

Kunwar Vijay Pratap Singh received International Human Rights Award on the occasion of International Human Rights Day. This award was given by All India Human Rights Association (AIHRA) on 10th December 2009 in a special function organized in collaboration with the United Nations Information Centre (UNIC) at Jaipur on the eve of International summit on voice of Human Rights. The officer was bestowed with this award for streamlining Community Oriented Policing in Amritsar and protecting human values and dignity of the commoners in a very conscientious manner.

Mr. M.U. Dua, National President of AIHRA presented a detailed report about 23 years long journey of the Association and its role in protecting the rights of common people. General Secretary Mr. HS Tanwar, S. Murlidharan and Mr. Anil Sharma were present at this occasion, besides others. More than 1000 human rights activists participated in this summit from different parts of Indian States and neighbouring countries.

This summit was a grand success from human rights perspective where presentations were made by various speakers on burning human rights issues like female foeticide, domestic violence, child abuse, global warming, role and responsibilities of police in a welfare state etc. This summit was inaugurated by Honorable Mr. N.K. Jain, Chairperson, Rajasthan Human Rights Commission. Justice N.L. Tiberwal spoke on the duties and responsibilities of four pillars of democracy. Justice (Retd) SM Bhargav, Ms. Pooja Sabarwal and Dr. PJ Sudhakar presented their views on various human rights issues at this occasion.

The selfless services rendered by the officer have been recognized by various organizations from time to time. He received Baba Farid Award of Honesty in 2004 for his honesty and dedication by Baba Farid Foundation Faridkot. He was also honored by India Vision Foundation, an NGO founded by Kiran Bedi, for bringing humanistic transformation in Amritsar Central Jail.

AMRITSAR: Amritsar Police has recovered a 5 year old child who was kidnapped late last night.SSP Amritsar Kunwar Vijay Partap Singh said that police received information that one 5 year old child name Simranjit Singh alias Sam was kidnapped by some unknown persons while the child was playing with his grand mother at his house near Hall Bajar.The child belongs to a mediocre family having business in Amritsar. The father of child is working in Dubai and his uncle is in Army working in the J&K.

As soon as the information was received, the police immediately swung into action and SSP Kunwar Vijay Pratap Singh reached the spot. A red alert was sounded in the city and the photograph of the child was circulated at all the Naka points in the city area. In the mean time kidnappers’ cellphone was tracked which was incidentally taken away from the house of the victim. The kidnapper was engaged in negotiation which was personally conducted by the SSP. Various teams of the district police were formed in search of boy and all exit points of the city were sealed. It was learnt in the preliminary investigation that only one person came to take away the child and he was backed by two-three others, added SSP.

As this process was still on, two Constables of the district police Kashmir Singh and Kuldeep Singh spotted the child at Chowk Malkan Butt and the child was rescued. Sunday, September 27, 2009 AMRITSAR: Refusal by Amritsar Senior Superintendent of Police Kunwar Vijay Partap Singh to hear the delegation of Shiromani Akali Dad councillors led by Youth Akali Dal general secretary Mandeep Singh Manna, who faces criminal charges, has put the two in conflict. Now when the district police have decided to go ahead with the action against Manna, the SAD councillors will stage a dharna next week to demand the transfer of the SSP. Addressing the media on Saturday, Manna, who was there along with the councillors, said: ”A group of 6-7 councillors from the SAD accompanied me to the office of the Amritsar SSP, but he made us sit there for nearly 90 minutes and, later, misbehaved with us on telephone and refused to meet us.” Manna alleged the working of the Amritsar police was not up to the mark and recently it had called a girl to the police station and made her sit there for long. The SAD councillors said the dharna against the SSP would be on from September: 29 till his transfer. When contacted SSP Kunwar Vijay Partap Singh said: “Manna faces criminal charges and I cannot entertain him in my office. His place is in the lock up. I will not entertain anyone who supports him. There are a couple of cases against Manna and the police are doing their job.” During the press conference, C Division SHO Prabhjot Singh served summons to Manna, which the Youth Akali Dal leader refused to accept. When contacted, the SHO said: ”A case of cheating was registered against a man called Rakesh Jangi, who is in custody. Dasehra celebrations pass off peacefully

September 27, 2009 Celebrations of Dasehra festival pass off peacefully amid tight police arrangements. Besides main functions organised at Dasehra ground, Bhadarkali, Cheharta and khandwala; at least 150 venues of dasehra were covered by the police keeping in view the sensitivity of the occasion. The police averted clash between rival groups at Khandwala. Effigies of Ravana, Kumbhkarna and Meghnad were burnt by the organisers at this occasion. People from all walks of life participated in the celebrations with joy and happiness. SSP Kunwar Vijay Pratap Singh chaired a meeting of officers early this morning to take stock of the situation and gave clear cut directions to maintain peace and tranquillity in the larger interest of the community. Beside this ten days long fair of langoors was also concluded in the ‘Bara Hanuman Mandir’ at Durgiana complex. The Langoor Mela during the Navratra festivities is very popular at the Durgiana Temple as mostly childless couples seek the blessings of Lord Hanumana and promise that if they are blessed with a son, they would dress their wards as langoors and will observe a nine-day fast during the festivities. The police had made elaborate arrangements for the devotees’ besides making arrangements at leading routes. Children dressed as langoors, dancing to the beats of drums in a procession passing through different parts of the town marked the festivities. Bankers asked to install CCTV cameras

Amritsar// September 25, 2009 Amritsar Police asked the bankers to install CCTV cameras in all the banks and comply with the directions given by the police to ensure smooth functioning of the banks. SSP Kunwar Vijay Pratap Singh while addressing the quarterly meeting of ‘District Security Committee of Banks’ expressed dissatisfaction over the progress made by the bankers to install CCTV cameras as well as to provide escort vehicles for cash carrying vans. He said that not a single incident with regard to banks occurred in the last quarter because of proactive measures taken by the police to ensure security of banks and safety of the customers. However similar gesture is required from bankers’ side to make the banks and customers safe and secure. He further asked the bankers to take prior approval from the police before any branch or ATM centre in the city as it is the police who can better advice from vulnerability point of view. The SSP also sensitised the bankers about illegal circulation of Fake Indian Currency and advised to report such cases to the nearest police station. However Police Stations Kotwali and Civil Line were earmarked for this purpose for the convenience of the banks. Rotary organizes seminar on Cyber crime

Rotary Club Amritsar Main and Rotary Club Amritsar Civil Lines jointly organized a seminar on Cyber Crime-its spread and implications. This seminar was addressed by Kunwar Vijay Partap Singh, IPS, Senior Superintendent of Police, Amritsar. He had recently undergone a specialized training on Cyber Crime at National Police Academy Hyderabad. He made an excellent power point presentation on the topic. `The meeting which was largely attended by Rotarians, members of Tea Industry, Hotel Industry and press were explained at length how one is vulnerable when one does not take adequate precautions on the web specially dealing with unsolicited mail and even responding to unsolicited SMS on one’s mobile. He explained how all the major terrorist acts have used the power of the internet and telecommunications to perpetuate the heinous crimes. The gathering was educated on how to use security measures for internet banking-mail handling and means to protect their confidential financial records and pass words. The session was followed by free and interactive session where SSP fielded questions as diverse as Traffic management to snatchings and property disputes. The audience was greatly impressed with the detailed knowledge of the District Police Chief of each problem which he freely shared and explained to the public. Kunwar Vijay Pratap Singh takes charge as SSP Amritsar

Amritsar, April 18, 2007 Kunwar Vijay Pratap Singh, an IPS officer of 1998 batch of Punjab cadre, has taken over as District Police Chief of Amritsar. He assumed the charge of Senior Superintendent of Police Amritsar on April 18, 2007. Before this he was posted as SSP of Gurdaspur District having additional charge of Batala Police District. His earlier stints in the holy city are Assistant Superintendent of Police (1999-2000), SP City (2002-03) and DIG Prisons (2005-06). Kunwar has distinction to begin his career in Punjab Police from this holy city in 1999 as a trainee IPS Officer. Right from the first day of his joining, Community Oriented Policing (COP) was launched in the city with a view to create an atmosphere to maintain peace and order in the society and to provide a sense of security to the citizens. His areas of priority are prevention of crime, accessibility for the common citizen, to eliminate the menace of drug and to promote brotherhood in the citizens of Amritsar.

A training seminar for the Police officers of the rank of Inspector, Sub-Inspector and ASI working in the police stations was organized today in the Police Line Gurdaspur on 28.03.2007. Besides SSP and other senior police officers, this seminar was addressed by the District & sessions Judge, Deputy Commissioner and District Attorney of Gurdaspur. Around 85 police officers from Gurdaspur police district participated in this seminar.

The purpose of this seminar is:

To improve day to day working of Police

To improve the quality of investigation

To make the police more accountable

To make the police people-friendly and community oriented

To inculcate basic human values and ethics in the police officers

Addressing the participants, SSP Kunwar Vijay Pratap Singh asked the officers to improve the working of police as per guidelines given in the Punjab Police Rules and various other standing orders issued by the DGP Punjab. He also highlighted the PRO system initiated in the Police Stations of Gurdaspur to make the police more accountable towards grievances of common people. He further stressed upon the improvement in the quality of investigation to give justice to the needy persons.

Sh. Jora Singh, District and Sessions judge also addressed the participants and highlighted common errors in the investigation and role of police officers in ensuring quick trial of cases pending in the courts. He also spoke on various human rights issues and role of police in protecting the rights of commoners at the root level.

Sh. Vivek Pratap Singh, Deputy Commissioner also addressed the participants and spoke on the role being performed by the police in the changing scenario. He stressed upon providing quick justice to the aggrieved persons and further highlighted the need for better coordination between various functionaries of criminal justice system.

These officers were given posting as per their choice keeping in view their potential and aptitude. This entire programme was organized with the aim to deliver good results for the common people for the redressal of their grievances.

Police goes hi-tech; Internet replaces ‘munshi’ system

Going hi-tech, the district police has done away with the munshi and the daroga system. In the era of computers, munshis and darogas, who were in direct public dealing since the British rule, have now been replaced with the Internet.

The e-mail system has been introduced in the functioning of the department by the district police chief Kunwar Vijay Pratap Singh, who is also heading the charge of Batala, a separate police district created during militancy.

To ensure accessibility, three mobile cell numbers, 9876170350 at the police control room, 9876424042 at the SSP office and 9814085205 with the SSP, have been made available round the clock. In addition, an e-mail ID (policehelp100@gmail.com) has also been dedicated to receive complaints and suggestions from general public.

Talking to The Tribune, Vijay Pratap Singh claimed that teams of public relation officers (PROs) had been constituted to hear public grievances at each police station. Complainants feeling unattended at police stations could contact the PRO team and lodge their complaints.

"We have also separated investigation from law and order at police stations and at the district level as well. We already have standing order from the inspector general of police (IGP) since 1977, however, it was not operational at the police station level. We have implemented it with partial modifications," the SSP claimed.

The complainants can send their complaints to the SSP directly on the e-mail and the FIRs will be registered on the basis of information sent at this account.

Complaint/ suggestion boxes have also been placed at all police stations and public places in Gurdaspur and Pathankot. Informers can drop details of crime and criminals in these boxes.

Community Oriented Policing in Gurdaspur District

Gurdaspur Police has launched Community Oriented Policing to provide better services to the common people. In order to streamline the grievance redressal system, PROs (Public Relations Officers) have been posted in each Police Station headed by an ASI assisted by four Constables/Head constables including two Lady Police officers of the rank of Constable/Head Constable. The PROs are working as Community Police Officers. People coming to the Police Station can lodge their grievances with the PRO team. The FIR book and Station diary remain with this team. The system has received very good response from the common public. Basically, this has wiped out British model of Munshi system and Daroga system from the policing at the root level.

Besides this, complaints cum suggestion boxes have been installed in each Police Station as well as at public places in the cities of Pathankot and Gurdaspur. People can drop their grievances if they are not entertained in the Police Stations. The common people are also coming forward with suggestions and information regarding crime and criminals. The keys of the boxes are with the SSP and he personally opens it, daily in the cities and weekly in the rural areas.

To ensure better accessibility, three mobile numbers (cell phone) have been made public -- One is with Police Control room, another in the SSP office and the third one is with the SSP. All the three mobile numbers remain open round the clock. The SSP does not hesitate to attend phone calls even at midnight if someone is in trouble. All the officers now take keen interest to listen to the common people

‘Right to Sight Camp’ at Amritsar Jail

Amritsar jail organized Right to Sight Camp on March 03, 2007 in collaboration with Rotary Club Amritsar and Dr. Om Prakash Satyam Netralaya Amritsar. Out of total 2200 inmates, around 500 short listed prisoners were checked up in this eye camp. Around 222 inmates were provided goggles free of cost and another 22 were operated upon for various diseases.

Inaugurating this eye camp, the fountain head of the Prison reforms, Dr Kiran Bedi, a Megasaysay award-winner said, “prison reforms in the country has become an irreversible movement, which provides fresh hope to jail inmates”. Dr Bedi said the initiative taken by DIG Prisons Kunwar Vijay Partap Singh should be replicated in several prisons in the state, for improving the quality of life of the inmates.

Appreciating the contribution made by Rotary Club under its President Sumant Sud and Dr. Rohit Om Prakash of Om Prakash Satyam Netralaya Amritsar, she said it was everybody’s duty to contribute towards the welfare of this neglected lot. Bibi Kiranjot Kaur, Member SGPC also shared her views on this occasion.

Parkash Singh Badal sworn in as Chief Minister for the fourth time

Shiromani Akali Dal chief Parkash Singh Badal was sworn in as Chief Minister for the fourth time amid chants of “Bole so nihal” and bursting of crackers at a well-attended but disorganised ceremony at PCA Stadium here today.

The Badal-led SAD-BJP combine set a record of sorts with all 17 ministers — 12 from SAD and five from the BJP — in the Cabinet rank. There is no minister of state.

The swearing-in ceremony was boycotted by Congress MLAs. None of the 44 MLAs turned up. Nor did former Chief Minister Capt Amarinder Singh.

Badal, the 17th Chief Minister of the state, was administered the oath of secrecy and office by Governor Gen S.F. Rodrigues (retd) at 1.35 pm, but before that he had to ask the youth to maintain silence to allow the proceedings to go on.

Assembly Elections peacefully conducted in the District

Elections for the Punjab Assembly were conducted in a free and fair manner despite speculations of violence. The percentage of poll was 77 %, which is 5% more than the average polling in the State. The police made a foolproof security arrangement to maintain law and order during the polls. The borders with Jammu & Kashmir and Himachal Pradesh were sealed and special vigil was kept on the international border with Pakistan.

Man posing as CBI SP held

Gurdaspur Police, acting on a tip off, arrested one Praveen Kumar who duped a number of unemployed persons of lakhs of rupees on the pretext of getting them lucrative jobs in the CBI. He has duped more than 20 youths in Pathankot area by issuing fake joining letters. Interestingly, many of them went to Calcutta and Bombay offices of the CBI to join there but returned back joining letters being fake. The person charged Rs. 3.57 lakhs for the post of Constable in the CBI and also promised rebate of Rs. 50,000/ for the Ex-servicemen.

After interrogation it was found that the same person was caught in Amritsar in 2002 by Kunwar Vijay Pratap Singh, the then SP City Amritsar(Now SSP Gurdaspur) for similar types of cases. He was on bail in various cases pending against him. The man happens to be a witness in a case investigated by the CBI and worked as an informer (source) for some CBI officers.

Kidnapped boy rescued within 6 hours

Gurdaspur Police got success to rescue a boy who was kidnapped on January 18 while going to school. A ten year old boy Sahil was on his way to school on the College road when two motor cycle-borne youths kidnapped him around 9 a.m. However the Police acting in a professional manner rescued him within 6 hours of kidnapping. All the four kidnappers were arrested by the police on the tip off given by a school teacher. Interestingly the teacher saw the boy with the kidnappers however she did not raise alarm as the boy was seen comfortable with the culprits who were distantly related with the family. This was a case of kidnapping for ransom.

When police sounded a red alert in the area, on noticing policemen at a checkpoint, the kidnappers escaped after leaving the boy and abandoning their motor cycle at a shop near Pandori Mahantan. However two of them were nabbed on the spot with the help of the community. Two persons of the community chased the culprits with the police and help to nab other two culprits also.

The police also took help from the service provider of the cell phone company to trace the identity and location of the offenders. Kunwar Vijay Pratap Singh, SSP Gurdaspur himself led the operation. SP Detective Parambir Singh Parmar, DSP Shailender Singh, DSP Harvinder Singh, Inspector Paramjit Singh and other Police officers alongwith members of the community were awarded with commendation certificates for actively participating in the operation.

Kunwar Vijay Pratap Singh has been posted as Senior Superintendent of Police of Gurdaspur District. He assumed this charge on 10.01.2007. Kunwar is an IPS officer of 1998 batch of Punjab Cadre; he has earlier served as Senior Superintendent of Police Ferozepur, Superintendent of Police Mohali, and SP City Amritsar besides Assistant Superintendent of Police in Amritsar, Ferozepur, Patiala and Ludhiana Districts.

He became the youngest IPS officer to be posted in Prisons when he was told to head Amritsar Central Prison in December 2005. In less than a year, Amritsar prison became a model for Punjab. The BPR&D,Government of India, recognizing the reforms, organized a training programme ‘Seeing is Learning’ for Prison Officers of North India at Central Jail, Amritsar in November 2006 where Valedictory address was made by Dr. Kiran Bedi, DG, BPR&D. Kunwar was awarded with IVF award 2006 by Dr. Kiran Bedi and entrusted with the responsibility of Honorary Director of Punjab Chapter of IVF. Swami Ramdev visited this prison and appreciated the ongoing reforms.
