A number of research papers and articles were presented by the learned delegates who came from different universities of the country.
&lt;/span&gt;&lt;/div&gt;&lt;span style="font-size:130%;"&gt;&lt;div align="justify"&gt;
&lt;span style="color:#3333ff;"&gt;Justice Hemant Gupta&lt;/span&gt; of Punjab &amp;amp; Haryana High Court presided over the inaugural function while key note address was given by Prof. Virender Kumar of National Judicial Academy Chandigarh. Prof. AS Brar, Vice Chancellor of the university pointed out the loopholes in the present criminal justice administration in his welcome address. Prof. Gurjeet Singh, Vice Chancellor of National Law University addressed the valedictory session. This seminar was organized on the initiative of Dr. Jaspal Singh, Head of Department of Law of the University with active cooperation and support by Prof. Rajinder Pawar, Prof. Viney Kapur and Prof. Rattan Singh of the Department.

&lt;strong&gt;&lt;span style="color:#000099;"&gt;Kunwar Vijay Pratap Singh&lt;/span&gt;&lt;/strong&gt;, an officer of Punjab Cadre of Indian Police Service, presented papers on the following two topics:
1. Human Rights of Women Prisoners
2. Safeguarding the rights of women and children: An initiative by Amritsar Police

&lt;span style="color:#3333ff;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="color:#3333ff;"&gt;On the first topic&lt;/span&gt;, the officer highlighted the living conditions of women prisoners from the human rights perspective with specvial reference to Amritsar Central Jail. He stressed upon the pressing need of separate institutions for the women prisoners so that they cannot be put in the common jails. He also recommended to post women gynecologists for the women prisoners. He also suggested that the guidelines given by the Supreme Court of India in RD Upadhyay vs. State of Andhra Pradesh and Others should be enforced to safeguard the rights of women inmates.

&lt;span style="color:#3333ff;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;span style="color:#3333ff;"&gt;On the second issue&lt;/span&gt;, he highlighted the efforts made by Amritsar Police during the last two years in safeguarding the rights of women and children. He described the role as well as feedback of newly set up Women &amp;amp; Child Helpline, Juvenile Police Unit, PRO system, Family Counselling Cell and Special Investigation Unit of Amritsar Police.

Sandhu spoke on Drug Addiction</title><content type='html'>&lt;div align="justify"&gt;Amritsar, January 19 (Bharat Sandesh)- Drug abuse cuts across age, class, ethnic and gender lines, however in Punjab it is more spread in the age group of 18-35, said Mr. Kunwar Vijay Partap Singh, IPS former SSP of Amritsar while delivering his lecture on "How to tackle the Menace of Drugs". This function was organized by the Students' Welfare Department of the Guru Nanak Dev University in association with Chronic Care Foundation, New Delhi.

Dr. Inderjit Singh, Registrar of the University presided over while Mr. Kunwar Vijay Partap Singh was the chief guest on this occasion. Dr. R.S. Sandhu, Senior Professor of Sociology also delivered his lecture on "Drug Addiction: A Social Problem". A Nukad Natak-Nasha Mukat Punjab was also preformed by Chronic Care Foundation, New Delhi on this occasion.
&lt;/div&gt;&lt;div align="justify"&gt;
&lt;span style="color:#3333ff;"&gt;Kunwar Vijay Partap Singh&lt;/span&gt; said that Drug abuse is a social menace which played a detrimental role on our social system. He said that Drug-related problems include increased rates of crime and violence, susceptibility to HIV/AIDS and hepatitis, demand for treatment, and a breakdown in social behavior. This menace if not curbed in time can pose serious threat to our moral and social values in general and to the nation as a whole, he added.
&lt;/div&gt;&lt;div align="justify"&gt;
While talking about the role of police in tackling this menace, he said that the Police Advisory committee has been set up to tackle the menace of drugs. He said that the committee consisting of intellectuals, educationists and professionals would suggest measures to curb the supply line of drugs and also to create awareness among the masses to reduce the demand line. He said that till date we have been able to control the menace of drugs upto 75 to 80 percent.

&lt;span style="color:#3333ff;"&gt;Dr. R.S. Sandhu&lt;/span&gt; while speaking on 'Drug Addiction: A Social Problem' said that in India, 62.5 million people use alcohol, 8.75 million use cannabis, two million use opiates, and 0.6 million use sedatives or hypnotics. He said about 17% to 26% of these people can be classified as dependent users who need urgent treatment. He said that in the case of Punjab, according to a study of household survey in different regions of Punjab, the extent of drug addiction varies from 61% to 68.6%. He said that this problem is increasing day by day and it is aggravating many other serious problems such as crime, AIDS, sex, accidents and interpersonal relations.

This award was given by All India Human Rights Association (AIHRA) on 10th December 2009 in a special function organized in collaboration with the United Nations Information Centre (UNIC) at Jaipur on the eve of International summit on voice of Human Rights. The officer was bestowed with this award for streamlining Community Oriented Policing in Amritsar and protecting human values and dignity of the commoners in a very conscientious manner.

Mr. M.U. Dua, National President of AIHRA presented a detailed report about 23 years long journey of the Association and its role in protecting the rights of common people. More than 1000 human rights activists participated in this summit from different parts of Indian States and neighbouring countries.

This summit was a grand success from human rights perspective where presentations were made by various speakers on burning human rights issues like female foeticide, domestic violence, child abuse, global warming, role and responsibilities of police in a welfare state etc.

This summit was inaugurated by Honorable Mr. N.K. Jain, Chairperson, Rajasthan Human Rights Commission. Justice N.L. Tiberwal spoke on the duties and responsibilities of four pillars of democracy. Justice (Retd) SM Bhargav, Ms. Pooja Sabarwal and Dr. PJ Sudhakar presented their views on various human rights issues at this occasion.

&lt;div align="justify"&gt;&lt;span style="color: rgb(51, 51, 255);font-size:130%;" &gt;AMRITSAR: Amritsar Police has recovered a 5 year old child who was kidnapped late last night.SSP Amritsar Kunwar Vijay Partap Singh said that police received information that one 5 year old child name Simranjit Singh alias Sam was kidnapped by some unknown persons while the child was playing with his grand mother at his house near Hall Bajar.The child belongs to a mediocre family having business in Amritsar. The father of child is working in Dubai and his uncle is in Army working in the J&amp;amp;K.&lt;/span&gt;&lt;/div&gt;

A red alert was sounded in the city and the photograph of the child was circulated at all the Naka points in the city area. In the mean time kidnappers’ cellphone was tracked which was incidentally taken away from the house of the victim. The kidnapper was engaged in negotiation which was personally conducted by the SSP. Various teams of the district police were formed in search of boy and all exit points of the city were sealed. It was learnt in the preliminary investigation that only one person came to take away the child and he was backed by two-three others, added SSP. &lt;/span&gt;&lt;/div&gt;

As this process was still on, two Constables of the district police Kashmir Singh and Kuldeep Singh spotted the child at Chowk Malkan Butt and the child was rescued. AMRITSAR: Refusal by Amritsar Senior Superintendent of Police Kunwar Vijay Partap Singh to hear the delegation of Shiromani Akali Dad councillors led by Youth Akali Dal general secretary Mandeep Singh Manna, who faces criminal charges, has put the two in conflict.
Now when the district police have decided to go ahead with the action against Manna, the SAD councillors will stage a dharna next week to demand the transfer of the SSP.
Addressing the media on Saturday, Manna, who was there along with the councillors, said: ”A group of 6-7 councillors from the SAD accompanied me to the office of the Amritsar SSP, but he made us sit there for nearly 90 minutes and, later, misbehaved with us on telephone and refused to meet us.”
Manna alleged the working of the Amritsar police was not up to the mark and recently it had called a girl to the police station and made her sit there for long.
The SAD councillors said the dharna against the SSP would be on from September: 29 till his transfer.
When contacted &lt;strong&gt;SSP Kunwar Vijay Partap Singh said: “Manna faces criminal charges and I cannot entertain him in my office. His place is in the lock&amp;shy; up. I will not entertain anyone who supports him&lt;/strong&gt;. There are a couple of cases against Manna and the police are doing their job.”
During the press conference, C Division SHO Prabhjot Singh served summons to Manna, which the Youth Akali Dal leader refused to accept.
When contacted, the SHO said: ”A case of cheating was registered against a man called Rakesh Jangi, who is in custody. The police also suspect the involvement of Manna in this case and, hence, he got the summons.”
SAD councillors Amarjit Singh, Jatinder Pal Singh, Amarjit Singh, Surinder Singh and M.S. Verka were present at the press conference.

Celebrations of Dasehra festival pass off peacefully amid tight police arrangements. Besides main functions organised at Dasehra ground, Bhadarkali, Cheharta and khandwala; at least 150 venues of dasehra were covered by the police keeping in view the sensitivity of the occasion. The police averted clash between rival groups at Khandwala. Effigies of Ravana, Kumbhkarna and Meghnad were burnt by the organisers at this occasion. People from all walks of life participated in the celebrations with joy and happiness. SSP Kunwar Vijay Pratap Singh chaired a meeting of officers early this morning to take stock of the situation and gave clear cut directions to maintain peace and tranquillity in the larger interest of the community.
Beside this ten days long fair of langoors was also concluded in the ‘Bara Hanuman Mandir’ at Durgiana complex. The Langoor Mela during the Navratra festivities is very popular at the Durgiana Temple as mostly childless couples seek the blessings of Lord Hanumana and promise that if they are blessed with a son, they would dress their wards as langoors and will observe a nine-day fast during the festivities. The police had made elaborate arrangements for the devotees’ besides making arrangements at leading routes. Children dressed as langoors, dancing to the beats of drums in a procession passing through different parts of the town marked the festivities. At least 4900 langoors besides over 1,000 people dressed up as Hanuman participated in the Mela.

He addressed the participants and sensitised them about impact of Yog on day to day life of police personnel and hence providing healthy policing for the community. He appreciated the efforts made by SSP Kunwar Vijay Pratap Singh for streamlining Yogic activities in the routine curriculum of the police. He assured that Patanjali Yogpeeth Haridwar will extend all kinds of assistance to make this mission successful for the overall benefit of the society.
He asked the policemen to keep their mind and body healthy to make the society healthy. He told that the ‘Police’ is one of the best services in the country who can contribute in the wholesome development of the society.  Mr Awan Parasar, District Coordinator, presented a vote of thanks at this occasion. Amritsar Police asked the bankers to install CCTV cameras in all the banks and comply with the directions given by the police to ensure smooth functioning of the banks.  SSP Kunwar Vijay Pratap Singh while addressing the quarterly meeting of ‘District Security Committee of Banks’ expressed dissatisfaction over the progress made by the bankers to install CCTV cameras as well as  to provide escort vehicles for cash carrying vans. He said that not a single incident with regard to banks occurred in the last quarter because of proactive measures taken by the police to ensure security of banks and safety of the customers. However similar gesture is required from bankers’ side to make the banks and customers safe and secure. He further asked the bankers to take prior approval   from the police before any branch or ATM centre in the city as it is the police who can better advice from vulnerability point of view.
The SSP also sensitised the bankers about illegal circulation of Fake Indian Currency and advised to report such cases to the nearest police station. However Police Stations Kotwali and Civil Line were earmarked for this purpose for the convenience of the banks. He asked the bankers to keep armed guard in all branches irrespective of cash retention limit. At this occasion, the SSP made an impressive PowerPoint presentation highlighting the recent trends of cyber frauds especially related with the banks and their customers.  Mr RS Chatha, Lead District Manager, assured that security guidelines issued by the local police will be complied in letter and spirit. He also reviewed the progress made by the bankers on the decisions taken in the last quarterly meeting. This seminar was addressed by Kunwar Vijay Partap Singh, IPS, Senior Superintendent of Police, Amritsar. He had recently undergone a specialized training on Cyber Crime at National Police Academy Hyderabad. He made an excellent power point presentation on the topic.
`The meeting which was largely attended by Rotarians, members of Tea Industry, Hotel Industry and press were explained at length how one is vulnerable when one does not take adequate precautions on the web specially dealing with unsolicited mail and even responding to unsolicited SMS on one’s mobile. He explained how all the major terrorist acts have used the power of the internet and telecommunications to perpetuate the heinous crimes.
The gathering was educated on how to use security measures for internet banking-mail handling and means to protect their confidential financial records and pass words. The session was followed by free and interactive session where SSP fielded questions as diverse as Traffic management to snatchings and property disputes. The audience was greatly impressed with the detailed knowledge of the District Police Chief of each problem which he freely shared and explained to the public.
He shared the newly developed website-www.amritsarpolice.com and demonstrated online its various features.             A seminar on community policing was organised in the Bhawans SL Public School Amritsar which was attended by all the Rotary Clubs of Amritsar. Kunwar Vijay Pratap Singh, Senior Superintendent of Police, Amritsar addressed the esteemed gathering and informed about recent steps taken by the police to strengthen police-community relations. He highlighted the facilities being extended by the newly started CPRC (Community Police Resource centre) for the convenience of the common citizens. He reiterated that the CPRC Amritsar is committed to provide a number of public utility services like FIR Registration, Public Grievances system, Passport verification, Family Counseling, Women Helpline, Traffic Helpline, Tourism Helpline, Untrace Report, Permission for Public functions, RTI, Senior Citizens help, PCC etc under one roof. He further thanked the people of Amritsar for providing whole hearted support in curbing crime and building community relations in the holy city of Amritsar.

Kunwar Vijay Pratap Singh, an IPS officer of 1998 batch of Punjab cadre, has taken over as District Police Chief of Amritsar. He assumed the charge of Senior Superintendent of Police Amritsar on April 18, 2007. Before this he was posted as SSP of Gurdaspur District having additional charge of Batala Police District. His earlier stints in the holy city are Assistant Superintendent of Police (1999-2000), SP City (2002-03) and DIG Prisons (2005-06). Kunwar has distinction to begin his career in Punjab Police from this holy city in 1999 as a trainee IPS Officer.
Right from the first day of his joining, Community Oriented Policing (COP) was launched in the city with a view to create an atmosphere to maintain peace and order in the society and to provide a sense of security to the citizens. His areas of priority are prevention of crime, accessibility for the common citizen, to eliminate the menace of drug and to promote brotherhood in the citizens of Amritsar.

 &lt;p class="MsoBodyText" style="text-indent: 0.5in;"&gt;A training seminar for the Police officers of the rank of Inspector, Sub-Inspector and ASI working in the police stations was organized today in the Police Line Gurdaspur on 28.03.2007. Besides SSP and other senior police officers, this seminar was addressed by the District &amp; sessions Judge, Deputy Commissioner and District Attorney of Gurdaspur. He also highlighted the PRO system initiated in the Police Stations of Gurdaspur to make the police more accountable towards grievances of common people. He further stressed upon the improvement in the quality of investigation to give justice to the needy persons.&lt;/p&gt;  &lt;p class="MsoBodyText"&gt;&lt;span style=""&gt;            &lt;/span&gt;Sh. Jora Singh, District and Sessions judge also addressed the participants and highlighted common errors in the investigation and role of police officers in ensuring quick trial of cases pending in the courts. Vivek Pratap Singh, Deputy Commissioner also addressed the participants and spoke on the role being performed by the police in the changing scenario. In the era of computers, munshis and darogas, who were in direct public dealing since the British rule, have now been replaced with the Internet. &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style=";font-family:Verdana;font-size:85%;"  &gt;The e-mail system has been introduced in the functioning of the department by the district police chief Kunwar Vijay Pratap Singh, who is also heading the charge of Batala, a separate police district created during militancy.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style=";font-family:Verdana;font-size:85%;"  &gt;To ensure accessibility, three mobile cell numbers, 9876170350 at the police control room, 9876424042 at the SSP office and 9814085205 with the SSP, have been made available round the clock. In addition, an e-mail ID (policehelp100@gmail.com) has also been dedicated to receive complaints and suggestions from general public.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style=";font-family:Verdana;font-size:85%;"  &gt;Talking to The Tribune, Vijay Pratap Singh claimed that teams of public relation officers (PROs)
had been constituted to hear public grievances at each police station. Complainants feeling unattended at police stations could contact the PRO team and lodge their complaints.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style=";font-family:Verdana;font-size:85%;"  &gt;"We have also separated investigation from law and order at police stations and at the district level as well. We already have standing order from the inspector general of police (IGP) since 1977, however, it was not operational at the police station level. In order to streamline the grievance redressal system, PROs (Public Relations Officers) have been posted in each Police Station headed by an ASI assisted by four Constables/Head constables including two Lady Police officers of the rank of Constable/Head Constable. The PROs are working as Community Police Officers. People coming to the Police Station can lodge their grievances with the PRO team. The FIR book and Station diary remain with this team. The system has received very good response from the common public. Basically, this has wiped out British model of Munshi system and Daroga system from the policing at the root level.&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;Besides this, complaints cum suggestion boxes have been installed in each Police Station as well as at public places in the cities of Pathankot and Gurdaspur. People can drop their grievances if they are not entertained in the Police Stations. The common people are also coming forward with suggestions and information regarding crime and criminals. The keys of the boxes are with the SSP and he personally opens it, daily in the cities and weekly in the rural areas.&lt;/p&gt;  &lt;p style="text-align: justify;"&gt;&lt;span style=""&gt;                &lt;/span&gt;To ensure better accessibility, three mobile numbers (cell phone) have been made public -- One is with Police Control room, another in the SSP office and the third one is with the SSP. Out of total 2200 inmates, around 500 short listed prisoners were checked up in this eye camp. Around 222 inmates were provided goggles free of cost and another 22 were operated upon for various diseases. &lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in; line-height: 150%;"&gt;Inaugurating this eye camp, the fountain head of the Prison reforms, Dr Kiran Bedi, a Megasaysay award-winner said, “prison reforms in the country has become an irreversible movement, which provides fresh hope to jail inmates”. He has duped more than 20 youths in Pathankot area by issuing fake joining letters. Interestingly, many of them went to &lt;st1:city st="on"&gt;Calcutta&lt;/st1:City&gt; and &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Bombay&lt;/st1:City&gt;&lt;/st1:place&gt; offices of the CBI to join there but returned back joining letters being fake. The person charged Rs. 3.57 lakhs for the post of Constable in the CBI and also promised rebate of Rs. 50,000/ for the Ex-servicemen. &lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in;"&gt;After interrogation it was found that the same person was caught in &lt;st1:city st="on"&gt;Amritsar&lt;/st1:City&gt; in 2002 by Kunwar Vijay Pratap Singh, the then SP City &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Amritsar&lt;/st1:City&gt;&lt;/st1:place&gt;(Now SSP Gurdaspur) for similar types of cases. A ten year old boy Sahil was on his way to school on the College road when two motor cycle-borne youths kidnapped him around 9 a.m. However the Police acting in a professional manner rescued him within 6 hours of kidnapping. All the four kidnappers were arrested by the police on the tip off given by a school teacher. Interestingly the teacher saw the boy with the kidnappers however she did not raise alarm as the boy was seen comfortable with the culprits who were distantly related with the family. This was a case of kidnapping for ransom. &lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; color: rgb(255, 0, 0);"&gt;&lt;span style=""&gt;            &lt;/span&gt;When police sounded a red alert in the area, on noticing policemen at a checkpoint, the kidnappers escaped after leaving the boy and abandoning their motor cycle at a shop near Pandori Mahantan. However two of them were nabbed on the spot with the help of the community. He assumed this charge on 10.01.2007. Kunwar is an IPS officer of 1998 batch of Punjab Cadre; he has earlier served as Senior Superintendent of Police Ferozepur, Superintendent of Police Mohali, and SP City Amritsar besides Assistant Superintendent of Police in &lt;st1:city st="on"&gt;Amritsar&lt;/st1:city&gt;, Ferozepur, &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Patiala&lt;/st1:place&gt;&lt;/st1:city&gt; and Ludhiana Districts. &lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 0.5in;"&gt;He became the youngest IPS officer to be posted in Prisons when he was told to head Amritsar Central Prison in December 2005. In less than a year, &lt;st1:city st="on"&gt;Amritsar&lt;/st1:city&gt; prison became a model for &lt;st1:place st="on"&gt;Punjab&lt;/st1:place&gt;. The BPR&amp;D,Government of India, recognizing the reforms, organized a training programme ‘Seeing is Learning’ for Prison Officers of North India at Central Jail, Amritsar in November 2006 where Valedictory address was made by Dr. Kiran Bedi, DG, BPR&amp;amp;D. Kunwar was awarded with IVF award 2006 by Dr. Kiran Bedi and entrusted with the responsibility of Honorary Director of Punjab Chapter of IVF.
